UNAIR NEWS – In general, performance accountability requires each institution to be responsible for carrying out its duties and functions, including the management of existing resources based on strategic planning. This is in accordance with the Presidential Instruction (INPRES) Number 7 in 1999.

It is why SAKIP was issued. SAKIP or Accountability Performance System for Government Institution is one of  central government monitoring methods. Various possibilities of misuse from each institution are suppressed and minimized, including from state universities (PTN).

In this regard, state universities have an internal supervisory unit (SPI), a work unit tasked with providing oversight on the implementation of tasks within the institution.

In practice, there are many things that affect SPI’s performance. For example, the technical and non-technical constraints. Contributions and cooperation are needed between PTN to overcome them.

¶«¾©ÈÈ through the Internal Supervisory Board held a training entitled “SAKIP Technical and Procurement of Goods / Services Training for State Universities” for four days, ten discussion sessions. It is held from Tuesday to Friday (28-31 August 2018). Based on the latest data, there were 195 participants.

The training at Hotel Santika Gubeng Surabaya is also the fruit of cooperation between UNAIR, SPI Forum, and Kemristekdikti (Ministry of Research and Technology). There were 12 speakers from the Ministry of Research, Technology and Higher Education and LKPP (Institute of Government Goods / Services Procurement Policy). They present the materials on SAKIP and procurement of goods or services.

Head of the Committee Soegeng Sutedja, SE., Ak., CA., stated that there were still findings in SIMONEV that were not appropriate or synchronous between the LAKIN (performance report) and Renstra (strategic plan), including with PBJ Output (procurement of goods and services) and PTN Performance Agreement.

In fact, SAKIP, LAKIN, RENSTRA, RKAKL, and RKAKL output and Rector Performance Agreement have been included for SIMONEV. It is directly monitored by Menristekdikti and BPK. It why the training is very important to be done.

“This technical training is urgent to be carried out so early detection can be achieved in anticipating the performance audit or thematic audit of ADK through SIMONEV conducted by BPK,” he said.

“In addition, the SPI PTN forum in accordance with the Decree of Inspector General of Kemenristekdikti Number 60 / G / KPT / XII / 2017 in Article 2 letter g has been mandated to carry out training, workshops, capacity building for SPI PTN human resources,” he added.

Meanwhile, Rector Prof. Dr. Muhammad Nasih, SE., MT., Ak., CMA in his remarks revealed that the procurement of goods and services is one of the frequent problems of leakage especially related to physical development and absorption. Therefore, good control of management by SPI is needed.

“There are several conditions that I feel important related to management. The control is for the front end and back end control, “he said.

Front end control is for careful planning. Setting realistic targets is a very important point. Therefore, good technical planning skills are needed for all.

“If the planning is not appropriate, the budget may be reduced as an effect,” he said.

Prof. Nasih, regarding the procurement of goods and services, stated that the average absorption in universities was still around 40 percent when it is already in the eighth month. He said that it was also the effect of poor planning.

“In procurements, we often find a long process. It was not merely caused by actual procurement process but also due to poor planning, “he said.

Therefore, Prof. Nasih expressed his gratitude for the organization of the training program. It also reminded all parties to respond to the rapid technological advances nowadays. One of the responses can be from the utilization of technology to deal with the problems.

On the other hand, Inspector General of Kemenristekdikti Prof. Jamal Wiwoho, SH., M.Hum., in his speech acknowledged the complexity of SAKIP and the problems of procurement of goods and services. The forum is expected to provide enlightenment as well as guidance for all SPI throughout Indonesia.

“So what has been done will not cause small ripples,” he said.

“Every accreditation must prepare forms, make the forms together. Be careful in the process of procuring services and goods. It can lead to prison, “said Prof. Jamal before opening the training. (*)
