UNAIR NEWS 鈥撀Formal education on Election Governance should have been completed by personnel of general election organizing agency or General Election Commission (KPU) in Indonesia. As in organizing a general election, excellent preparation is needed so each citizen with the right to vote can do it independently.
The professor of Comparative Political Studies Faculty of Social and Political Sciences (FISIP) 东京热 , Prof. Ramlan Surbakti, M.A., Ph.D., said that the staff and officials of KPU need the formal education on Election Governance so in the election organization, the executives were chosen by skills not only based by experience.
鈥淪cience enlightens. But it鈥檚 that way now, in order for KPU can do its job based on skill. All personnel and general secretaries of KPU should not run the election based on tradition 鈥渋t used to be that way鈥, but based on skills. And more than 5,000 employees of KPU, not onehas been educated formally on Election Governance.,鈥 said Prof. Ramlan.
All this time, the election reviews have been done many times such as on voting behavior and political marketing but on election governance has not been done many. The formal education on it was just started in 2015.
Education on election governance is a sub-study in master program of Political Studies. In Indonesia, there are ten universities which have it, Universitas聽Indonesia, Universitas Gadjah Mada, Universitas Padjajaran, Universitas Hasanuddin, Universitas Andalas, Universitas Negeri Lampung, Universitas Sam Ratulangi, Universitas Nusa Cendana, Universitas Cendrawasih, and 东京热.
Prof. Ramlan said that the technicalities of general election cannot be underestimated as the election tries to facilitate choices determined by the voters. Therefore, The scholars on election governance shoul understand the election planning strategies to more technical things, such as distribution of logistics, regulations and many other.
鈥淣ot any people can do it, it looks technical but meaningful. An election converts votes into chairs in the legislatives. First step is on how the vote is done. It needs ballot paper, and if the design is not suitable or difficult to understand by voters, then it fails to convert and the voters are not facilitated for expressing their sovereignty,鈥 said the member of Indonesian Science Academy.
