UNAIR NEWS<\/b> \u2013 The recent formation of the Shadow Cabinet by the Civil Society Coalition has captured public attention. This phenomenon is seen as more than just an ordinary political movement; rather, it serves as an experiment of public communication amid the fading function of formal checks and balances.<\/span><\/p>\n\n

东京热 (UNAIR<\/a>) Political Communication Expert, Dr Suko Widodo Drs MSi, assessed that the presence of the Shadow Cabinet is a clever symbolic step in seeking alternative channels for public aspirations.<\/span><\/p>\n\n

Political symbols and challenge of elitism<\/b><\/h5>\n\n

According to Widodo, the use of the terms cabinet and shadow holds strong bargaining power in the public sphere. This symbol directly emphasizes the function of oversight and offers alternative policy outside the official institutions.<\/p>\n\n

\u201cThe political message is quite clear. When the formal checks and balances mechanism is considered not yet optimal, civil society steps in to provide an alternative oversight channel. However, they have to ensure that they are not perceived as a rival government,\u201d said the FISIP UNAIR lecturer.<\/span><\/p>\n\n

He emphasized that the primary strength of this movement lies not in groundless opposition, but in its position as a critical partner to the government which is based on data and public interest.<\/p>\n\n

Despite comprising reputable academics and researchers, Widodo warned about the elitism challenge potential. Academic credibility does not automatically translate into full social representation if it fails to involve affected community groups.<\/p>\n\n

\u201cAcademics need to function as knowledge processors, not as the sole voice of the people. They need to create space for farmers, laborers, MSMEs (UMKM), and the youth. This is not about 15 experts speaking to the people, but about experts that work together with the people,\u201d he emphasized.<\/p>\n\n

Test of policy impact<\/b><\/h5>\n\n

To prevent this movement from stopping at mere discourse among academics, activists, and social media users, Widodo emphasized the importance of a down-to-earth communication approach. Furthermore, the political narrative presented by the Shadow Cabinet also must touch real issues faced by the people.<\/p>\n\n

\u201cThe broader public does not always speak about fiscal policy or checks and balances. They rather speak about food prices, employment, education, and purchasing power. Data needs to be translated into daily language and experiences,\u201d he explained.<\/span><\/p>\n\n

He added that the success of the Shadow Cabinet should not be measured solely by the extent of media coverage, but by how far its alternative policies are able to reach real changes from decision-makers.<\/p>\n\n

\u201cThe primary challenge is to change visibility into credibility, from credibility into public trust, and from public trust into policy influence,\u201d he added.<\/span><\/p>\n\n

As a closing, Widodo underlined that a critical civil society is an absolute prerequisite for a healthier democracy in Indonesia. \u201cThe biggest test for the Shadow Cabinet is not how hard they tried to criticize the government, but on how effectively they ensure that those in power feel constantly oversight by the public,\u201d he concluded.<\/p>\n\n
